It is a vintage silk chiffon dupatta, it has masses of raised silk thread embroidery.  It has dense silk embroidery as well as little pearl detail.  It does have some staining that will need cleaning (See image).

 

The silk fringe runs along the ends, the actual hem is unfinished.
